Founder of Safe Haven Oklahoma
Troy W. Green
Hello Everyone,
I am proud to introduce myself as the Founder and President of Safe Haven Oklahoma.
As a survivor of abuse, neglect, and the Oklahoma foster care system, my life's mission has been to become the person I desperately needed when I was a child. Abandoned by my mother at the age of two and later handed off to strangers by my father at seven, I spent over a year held in captivity until the FBI rescued me. That experience forever changed my perspective on the world.
The rest of my childhood was spent bouncing between foster homes, juvenile detention, and the streets—lost and angry—until I walked into a karate school in 1984 at 17 years old. That decision saved my life. Martial arts became my compass, giving me the discipline, purpose, and strength to chart a different path.
For over 31 years, I owned and operated a successful martial arts academy, where I used my own experiences to help others—children and adults alike—navigate trauma, PTSD, and life's challenges. Over time, I became more than a teacher. For many, I was a mentor, a life coach, and sometimes even a counselor.
As a kid, I dreamed of becoming a police officer—an impossible dream for someone like me, who had grown up in the shadows. But I made it happen. I spent over a decade in law enforcement and corrections, including several years as a juvenile detention officer. I also served as a security director in the private sector.
In 2011, I founded Vital Tactics Investigations. Now, through this agency and Safe Haven Oklahoma, I aim to give back in the most meaningful way possible: by providing support, resources, and investigative services to victims of human trafficking and their families.
My unique life experiences have given me a deep, personal understanding of what it means to be voiceless, invisible, and afraid. That’s why this mission is not just business—it's personal

Hello Everyone,
I am proud to introduce myself as the Co-Founder and Vice President of Safe Haven Oklahoma. My journey in criminal justice began in 2006 when I took on the role of a fugitive investigator in the bail industry, which ignited my passion for serving my community. In 2018, I earned my Bachelor of Science degree in Criminal Justice, complemented by a minor in Criminology and Constitutional Studies from the University of Oklahoma. That pivotal year marked the start of my law enforcement career with the Cleveland County Sheriff's Office, and shortly thereafter, I joined the Carter County Sheriff's Office, successfully completing my full-time Police Officer certifications through Oklahoma CLEET. My commitment to this field deepened further in 2021 when I obtained my Master's degree in Criminal Justice, focusing on Human Trafficking and Child Exploitation, alongside a Master's certification in Law Enforcement Drug Policy Management. At the Chickasaw Nation Lighthorse Police Department, I earned a Special Law Enforcement Commission from the Department of the Interior Bureau of Indian Affairs, reinforcing my dedication to upholding justice. Additionally, I serve as a vendor and special investigator in federal criminal cases for the United States Public Defender's Office at the U.S. District Court Eastern District of Oklahoma. My expertise extends to the bail industry, where I am recognized as a fugitive apprehension expert and bail bondsman. Together, we can continue to build a safer, more just community for all.
